Nov. 26 - Salisbury's response note denied Monroe Doctrine and refused arbitration
Dec. 17 - Olney angry at the British refusal; drafted Cleveland's message to Congress proposing boundary investigating committee, if Brit. did not agree then this would be viewed as "willful aggression upon the rights and interests which this government is bound to protect and defend."
- Olney avoided Monroe Doctrine, but Cleveland rewrote draft that Doctrine was "of vital concern" to the U.S.
- Olney emphasized diplomacy with Salisbury through London journalist Henry Norman
