Methods of Operation

1) Organization:
The University of San Diego will be the physical location of the Center, with Dr. Steven Schoenherr as the presiding officer during the startup period. As participating institutions join the Center, a Board of Directors will begin to function with at least one representative from each institution.

2) Server:
The Old Town San Diego computer server that has been funded by a University Professorship grant to Dr. Steven Schoenherr will be expanded in September to become the Pacific Coast Center server. It will produce the initial database on a WWW site at http://199.106.11.24. However, this database will not function over the current Internet due to the need for the high-speed transfer of audiovisual data that will be the primary component of the database.

3) Network:
The Center will seek grant funds to create the high-speed computer network that will distribute the database among member institutions. This network possibly could be created on the digital cable modem network of Cox Cable's @Home or Southwestern Cable's Roadrunner network. Or it could become part of the Pacific Bell fiber optic network. Or it could become part of the emerging Internet2 network with gigaPoP connections established at each member institution.

4) Kiosks:
The Center will seek grant funds to develop public access to the database through computer terminals and kiosks placed at the location of member institutions. As the high-speed network expands, additional terminals may be added in schools, libraries, and public areas.
